Terror as a means of achieving the political struggle by means of physical violence and moral-psychological intimidation has been known since the inception of human civilization. Today, however, terrorism has emerged as one of the most dangerous global challenges of our time, a serious threat to the security of the entire world community. Unfortunately, Russia was among the countries facing the most aggressive of its manifestations.
In recent years our country has adopted a series of effective measures to combat terrorism and establish an effective nationwide system to counter it. It was possible to significantly weaken the position of the criminal underground in the North Caucasus region. But modern terrorism differs extraordinary vitality. He adapts quickly to changing circumstances, improving the manifestations of perfidy, refined cruelty, meanness and treachery.
