Doctoral applications are to be made and addressed to the University's Rector with the following docs attached to them:

a copy of a PhD Certificate
an applicant's record from the personnel inventory/department
a detailed plan of the Doctoral thesis
a list of papers published/inventions registered

Personal papers/IDs and the PhD Certificate are to be submitted by the enrolee in person.

REQUIREMENTS FOR DOCTORAL PROGRAM ENROLLEES

1. Only persons holding a PhD degree are admitted. Doctoral programs assume only full-time involvement. Doctoral program's duration shall not exceed 3 years.

2. Doctoral applications are to be made and addressed to the University's Rector with the following docs attached to it:

a copy of a PhD Certificate
a CV
a detailed plan of the Doctoral thesis
a list of papers published/inventions registered

Personal papers/IDs and a PhD Certificate are to be submitted by the enrolee in person.

3. The Rector of the University will personally examine the documents submitted by the Doctoral Enrolee and sign up the Admission Certificate, provided there is a report from the appropriate Department and a decision of the Academic Board concerning this candidate.
